House leaders, as Bloomberg first reported Thursday, won't even formally transmit the AHCA to the Senate until they see the final CBO score, because these teensy little amendments could force the House to change the bill and vote on it again. It later adds: "According to several aides and other procedural experts, if Republicans send the bill to the Senate now and the CBO later concludes it doesn't save at least $2 billion, it would doom the bill and Republicans would have to start their repeal effort all over with a new budget resolution". "So we're just basically being overly-cautious, but there's really kind of a non-issue here". The House narrowly passed the legislation in a 217-213 vote on May 4.
The governors' proposal recommends maintaining Obamacare's Medicaid expansion and giving other states the opportunity to expand, but capping federal spending on certain populations through either block grants or per capita caps.
Delegate Isaac Sponaugle, D-Pendleton, said the House proposal would give tax breaks to the people who need them, not to "millionaires and billionaires".
"These people are very important members of our community", she said. "So I am going to look into it", said Denham, a member of the party's vote-counting team.
The revenue bill is not a budget proposed from Gov. Jim Justice, who wants a revenue package before he proposes a budget, Azinger said.

Sometimes he just wants to get through the upcoming floor schedule announcements and bats down Hoyer's questions - which wouldn't be out of place in the British House of Commons' Prime Minister's questions, but are far less common in the more staid USA legislative branch.
There are certainly legitimate criticisms to be made of the House bill, and ample room for the Senate to improve it, especially by boosting its coverage numbers.
¯ It would raise the state's sales tax to 6.95 percent - slightly lower than the original rate of 7 percent. It also would make no changes to the state's coal and gas severance tax rates, but would gradually eliminate all taxation of Social Security within the next three years. Also, the cost of labor up to $40,000 on new construction would be taxed-a provision that was amended on the floor Friday.
The House version of HB 111 is projected to bring into state coffers an additional $20 million in new revenue in fiscal year 2018 and an estimated $75 million a year by fiscal year 2027.
"If we do, we have to increase sales tax by at least 0.25 percent", she said.
Miller said passage of the bill was a sign that revenue talks in support of a balanced budget were starting to become clearer.
